Windows 10 does not detect MKS Base v 1.6

Hi, I have a problem. Windows 10 does not detect MKS Base v 1.6. Moreover, the board does not give voltage to the TFT! instead of 5V there is about 0.13 V on the pins. The MKS Base turns on, the red LED flashes and goes out, the fans are working but the TFT is not. What could be the reason? Drivers?
I unplugged all plugs and just kept the hotend and TFT fan. The MKS turned on and the computer detected it. Later there was a problem with communication, but I did it by updating FT232R USB URAT DRIVER
