I reinstalled the original firmware before I tested the other nunchucks.im not getting 1v on the nunchuck pcb would this be a problem with the arduino or the sheild pcb?

The 3.3v needed is powered by the mega2560 board.
Remove the shield, power the arduino (with12v max) check the tension between 3.3v output hole and gnd on the arduino.

i just checked, i got 3.3v on arduino 3.3v output and 3.3v on nunchuk plug, you should have the same

All sorted.i had a faulty arduino mega board.once I swapped it out all my problems went away
